How accessible is a website to users, particularly those with disabilities, older computers or mobile devices?

The techniques used to improve Accessibility overlap extensively with those used to improve Search Engine Optimisation. Accordingly improving one will often improve the other. Search engines explore websites using a reduced set of technology (e.g. without Flash, Javascript, Java), and are therefore very similar to many users with disabilities or less capable computers.
